per cent can replaced by divide by hundred.
So 450% becomes 450/100 = 4.5
16/21 % becomes 16/2100

similarly a number (perhaps a fraction), when multiplied by 100 becomes a percentage.
eg. 1/2 times 100 = 50%

For % to decimal you divide the percent by 100
450%/100 = 4.5 and for a fraction in simplest form you find the LCD, Lowest Common Denominator and divide both numbers by it, ex. 2/8 = 1/4 because LCD = 2 and 2 goes into 2 one time and 8 four times.
Now to make a fraction a decimal divide the top number by the bottom number. ex. 2/8 = 2 divided by 8 = 0.25
Good luck

to get from percents to decimals, you just divide by 100,
so 450% = 4.5

to get from percents to decimals, write it as 450 / 100 and simplify:
450 / 100
225 / 50
9 / 2
