The president of the Federal Reserve...whoever that is.
Because he controls all the money and the government.

There isn't one most powerful person in the world.
Power is relative...the most powerful person in the world to me might not be the most powerful person to you.
Take the president for example...to the U.S. and Iraq he is powerful. It doesn't matter if we like him or not, but he is powerful....especially to the Iraqis being bombed. But to some pygmy native living in a jungle who has never heard of our president, what kind of power does Bush have over him?
I think there are two types of powers really : physical and mental/emotional. Physical being the type that is thrust upon us...we were never expecting 9/11. But it did have power over us anyway. Osama Bin Laden took the power over life and death and ran with it.
The mental/emotional power is something that controls us from the inside, like worrying if some guy i like likes me or not...so in that kind of power, we ALLOW people to have power over us...The devil has no power over us if we believe in Jesus, but if we allow Satan to influence us, he will.
Really, I think that considering both kinds of power, Jesus or the devil (yeah, ok, they're not "people" but w/e) have the most power over us...and they work through the people that we consider powerful.
so that's my really really long philosophical answer. =)

It is not just one person, but it is one group! They are the group that own the world's largest banks...and they control all the money...and the Federal Reserve...and the IRS!!!! And, of course, they control this country, and they are unspeakably evil!!!!!
