Intel GMA 950 graphics supports Aero (Intel's official site says so). Inspiron e1405 should be able to run this feature, if you have enough system memory.
The graphics shared memory must be set to at least 128MB in BIOS, since Aero requires at least 128MB.
The Premium Vistas require at least 1GB of main memory. Although you have 1GB RAM, you must share it with integrated graphics, so you will maybe have to upgrade main memory.
However, if you are able to run the tool from Microsoft on this laptop, it will tell you if the notebook runs Aero for sure.

You can use this program to see if you are able to run Vista. I would say yes, but i'm not 100% sure on the Intel Graphics. Your processor is definitely capable.

1st, I need to know how old the machine is. Most of the PCs that are on the market now are Vista ready. The older PCs may not be compatible with Vista.
