Are there any devices that converts water into oxygen. Like in Star wars or james bond?

Devices to breathe uder water are called scuba. They don't convert water to oxygen and hydrogen. This would require a lot of enegery. The diver has to carry gas cylinders with him.

There is also rebreathers aka CCUBA. They are not converting water to gas either. They recycle whatever you exhale (hence the name) - carbon dioxide gets filtered out, nitrogen and leftover oxygen get recycled. The diver also has to carry oxygen tanks to replenish the oxygen. http://en.wikipedia.org/wiki/Rebreather

No. Even if you could filter the oxygen from the water, there is simply not enough in the surrounding water to fill your lungs. A miniature fuel cell that breaks water into elements (hydrogen and oxygen) and dispenses of the hydrogen could do the trick but so far nothing like that exists. If it did, all scuba diving shops would be out of business.

Yes, there are rebreathers that NAVY SEALS use, but the problem is that you cannot go very deep with them.
