You can do it one of two ways. Report him to the police, or you can talk to a counselor at school and they will report him to the police. It probably would be better to do it through the school, so they are aware what's going on.
I hate to say this, but the best time to report him is after he's done something that will leave bruising (although I hope he doesn't hurt you again). There is always a chance that the police or social services might not believe you, so I would try to have some proof of what is going on. You could even get a small tape recorder and turn it on if he starts at you again.
I'd be curious to know if your mother knows what's going on or not. If she knows, then she too should be charged as she's contributing to the abuse by sitting there and doing nothing.
One way or another, you do need to do something. I know it's tempting to run away from home, but don't do it. Life on the streets is terrible and will probably lead you places you don't want to go. Try to find a friend or family member you can stay with if possible.
