This shop was NTB. The car is a Mustang 2002. The statement by the shop was that it was necessary to take bolts out in order to adjust the camber because it was not an"adjustable" type.
They charged roughly $30.00 per wheel in time.

most cars yes ,however not all cars provide provisions for adjustment. some cars require the addition of additional parts, such as a camber adjusting kit(many gm's). you can't realistically expect the mechanic to provide these parts( typically 25$ per side) for YOUR CAR. take responsibility for your vehicle, pay whats fair. if you dont trust your shop, find one you do. newer chrysler 300's require the engine cradle be relocated for camber adjustment, labor intensive and a additional charge that is justifiable. some chevy pickups are spot welded at the factory requiring extra labor. no shop in the world is OBLIGATED in any way to GIVE you this additional labor for free.

Yes, so long as no parts need to be replaced to get the camber back into spec. If the shop needs to replace bolts or bushings to get the camber adjusted properly then there will be additional charges for parts and labor.

Also on some vehciles (Ford Windstar and Taurus for example) camer adjustment requires removing the top strut plate with an air hammer to remove the spot welds, pounding the part flat again and re-installing it when the alignment is finished. That will cost extra.

it should be, if it is adjustable. some makes and models aren't adjustable, some, such as the ford twin-i-beam front suspension, camber changes constantly depending on what point the wheel is in the suspension travel

Depends on the repair shop you took it to. If you went to a shop that offers free or low cost checks then, no all adjustments are extra.

wheel alignment:
is everything toe in ,toe out,camber and caster.
except parts like;(bent) drag link,ball joint,tie rod etc.
even "the shingles" are part of alignment

It always used to be. Assuming you are talking about adjustment, not adding or changing of parts, it definitely should be. Your question reminded me of ads that used to read "Tune-up Special! $29.95, + parts and labour".

caster,camber,and toe in,should all be included in a alighnment.

yes it is supposed to be part of the alignment,,any one who don't do it,,doesn't need to be aligning front ends,,or cars for that matter,,good luck hope this help,s.
