It depends on the state, Maine and Vermont allow felons to vote from prison via absentee ballot. Other states give back the right once parole is finished. Other states require an application of civil rights restoration to regain the right to vote.

A convicted Felon can not vote while in prison. They can vote after they have served their time but they must have their civil rights restored. This is the case in the state of Florida anyways, this might vary per state.

Only 1 state still allow's felons to vote while in prison. I believe it is vermont. the other 49 states will not allow felons to vote while in prison.

Not sure how many states ban felons from voting after they are out of prison. But is less than a third of the states. Most all other states allow felons out of prison to vote.

Personally I think all felons should be allowed to vote. Whether they are in prison or out. What's the big deal.

The only way a felon can vote again is if he were to be pardoned by the governor of his state or the president pardons him.
