This question is very general and abstract, the best way to answer it would be to make it concrete and real.
First, think of some countries that are reluctant to have contact with other cultures. Do you know of any?
A generation or so ago, China was a great example, but this is no longer true. Same with India. It may be hard to think of such a country, because such a country may keep a low profile and you wouldn't hear much abuot it in the news. But there are contries like this still. This looks like a school assignment for social studies. Have you learned about any countries that keep to themselves? Perhaps a small country in Asia or Africa, or an indigenous tribe? Does it have to be a country in the usual sense, or can it be a group such as the Roma or the Amish?
Now that you've got a specific country in mind, why are they reluctant to have contact with other cultures? Perhaps because they feel that other cultures are decadent or dirty? Perhaps because they feel like thier culture is "all we have" and contact with outsiders may cause them to lose their culture and identity? Again, you'll need a specific country in mind to answer this question.
Loss may be in terms of trade, education, the usual benefits of contact with other countries. Gain would be in terms of preserving their own resources and identity. What country do you have in mind for this study? What are their resources and what is important to their cultural identity?
Examples would be most important. So you need to begin by picking a country that keeps to itself, learning about that country (either thru your social studies books or via web searches) and then exploring these ideas in regard to that country.

Some countries are reluctant to have contact with other cultures, because, they want to stay to themselves. They can control their nation if they stay to themselves. They gain trouble like America by letting any and everyone in.
