A server. The server does two tasks: uploads parts of files, and downloads parts of files.

As the file requests come in, the server locates and uploads parts of that file, and then downloads it to the requester.

If you can already ask this question you probably already know it is a distributed P2P network, a seed server is telling you where is the first peer with interested data bits that you can leech from, and first also tells you second in additional to send you the data.
