You could try The Concourse in Singapore.
It's on Beach Road.
There are shops right on the top floor that sells 'party stuff' like that. They sell it in packs of 10++ so it's relatively cheap.

40 and 50 cents and cheap stuff u cant find it online, but where u live u can find used stuff for sure , u can try this url :

i believe u stay in singapore:
u can got to any wet market in mature estate. Unless u live in the new ones like punggol or sengkang.
n u cant get tat price in NTUC store either
alternatively, u can go to sungai road (second hand stuff). its dirt cheap

walmart they are puting there summer things out and you can but them for about .50 to a $1.00 or you can buy a 4 pack for about $1.00 to $2.00.
