I have that issue when the top part of the burners are dirty with grease or are not sitting right. Make sure they are clean and seated correctly. If you clean them, they will not light when wet. But, I found lighting the burner with a lighter/match and letting it burn for a minute drys them up nicely, then they work great.

If it is newer, could be the burner module that controls all the burners. Best answer is to just buy a new gas stove not made by GE. I have never been impressed with their quality.

We have a new gas cooktop, so I don't know if it will be the same, but if the covers are off center even the tiniest bit, the burner will click and click but never light. Take off the metal circle that sits on top of the burner and look for a little nub that fits in a slot.. Once you align it properly it should light right up.

How old is the stove? I had this problem with one burner in my 3 month old stove. I found that by pushing the "cover" of the burner ( not the grill) to the center solved the problem.
