Yes, you're right. It does make a difference! When I read the sentence without the exclamation mark, I find it a bit common and it doesn't really get my attention. But when the exclamation mark is added, and I read it, I feel as if I can actually hear the exclamation, the voice itself. When you add the exclamation mark, the sentence basically becomes loaded with more force, and that force makes you unconsciously feel as if you can sense the voice, the power behind the statement.

That just goes to prove how much details can change the big picture.
