I know the location of the parent. He has a bussiness and homes in the country. He is a US citizen and owes 6 years of child support. 4 children in total. Two are still under age.

No but there may be an agreement between countries. Get a lawyer to look into it.. I didn't think one paying support could leave the country or even the state without permission.

Go to your church and ask for temporary assistance. You can also put a lein on the property he owns in the US. You can do this yourself at the courthouse in the county the property is located in. Also, go to the probation office and enlist the help of child support enforcement officers. God Bless.
