Minnow is a very general term and there is no single species that is actually called a minnow. There are many different species that have minnow as part of their name though. Are you referring to the white cloud mountain minnow? Those are the only king of actual monnow that is generally available. They are egg scatterers, just do a search on yahoo or google and it is very easy to find out how to breed them.

Here is the first link from the google search: http://www.fishpondinfo.com/rosy2.htm#breed

good luck in keeping rosy reds alive!!! The ones I bring home to feed my turtles dont last much longer than 2 or 3 weeks!! I have them in a tank with extra aeriation in it. I read you use those clay pots for flowers, hit it to break off a chunk and set in tank upside down. I was going to try this myself. I decided it is much easier to just go buy them. I get a good deal when I buy 100 at a time.

i also have large fish (oscar, pirahnas) so i breed there food as well i would recommend breeding guppies though it is easier and they are live bearers so its easier to keep up with them. Get 25-30 of them full size of possible and put them in the tank and trust me they are like rabbits before you know what happened you will have lots of them.
