The film is left over softener from the textile mill. Whatever you do dont use an acid like vinegar etc as this will actually help set the film in the wash.

A mild alkali like baking soda is the way to go for cotton towels or you can try using a small amount of soda ash. If this is the first wash you may get a slight amount of color to come off from dark towles but this would happen anyway and this is caused by un soaped reactive dyes used at the plant and wont hurt the towels at all.

Run the towels through the wash with no soap, pour 1/2 cup of white vinegar in the last rinse cycle. Dry as you normally do

wash them -

and do not use fabric softener or fabric sheets in the dryer
they actually inhibit the towel from absorbing water
and isn't that why we use them to dry off !

Wash it with detergent but no fabric conditioner.
