The short answer is no but there is more you need to know.
1) The monitor resolution matter: the physical size of the monitor is only half the story, what you need to know is what is the max resolution that it supports. These days anything below 1024X768 pixels is barely acceptable for laptops but certainly not for a new monitor. Especially a large one, say, bigger than 17". Finally, if you want to really do your homework, find out the dot pitch. Anything above .25 is really not acceptable. This is the distance between two physical pixels on the surface of the monitor.
2) The video card resolution matter. The rule of thumb is the same as above, if it is a video card for a desktop or for gaming, you should have one that goes above 1024X768 pixel.
It is not over, video cards have CPU and memory of their own these days. These two are really what drives the quality of the image you see on the screen more than anything else especially for games or for playing movies.
Check out CNET.com for all you ever wanted to know about video card. If you need a quick and dirty answer, any video card with less than 128Mb or video ram is obsolete.

When it comes to monitors... bigger is not always better ;)
Can your video card handle the resolution that is native on the that 21inch monitor? Have you looked up the 21inch on various review sites? Usually the quality of the picture will stem from your video card first.. but if your video card has no problem with the resolution the you need to do the research to get the best picture on your new LCD.
I took a chance and bought a new somewhat 'no-name' LCD, a Hanns-G, based on hundreds of excellent reviews on various sites (newegg.com mainly), and am very happy with it. (19" widescreen).

The display only plays a part in graphics clarity. The video adapter in your computer or notebook is the primary component. So they go hand-in-hand.
