sorry - it is a site called puccipetwear and it specialisese in Gucci-type bling for dogs - everything is pink and diamonds and is just utterly, utterly appalling. My dog would be embarrassed to go out with one of those pink hoodies - she will barely tolerate a collar, being a free-spirit dog.

No its not just you.
Dogs are Beautiful and need no fancy dressing up.
Its the rich (must be to afford the ridiculous things) people who buy a dog as a fashion accessory, I also hate the Birthday Party and Weddings for dogs. Or the mutilation of Cats because they like to scratch their stupid furniture. Buy a bleeding Cat Scratching Post or train them, oh no! just declaw the poor things.
Guess its too much money to spend, and too little caring for the real world outside their luxurious doors.
Ever noticed what snappy, badly behaved, little dogs they are! It would be better if (as they obviously don't believe in charity) they spent the money on training!!

Decadent? I don't know. I would think that ads for pleasures of the flesh might be more indicative of "decadence."
It's our capitalist system of comsuming goods. People will buy most anything, anyway; from well made goods to absolute garbage.
I tend to judge our "society" more severely on issues like why our teen pregnancy rate is 7X higher than the Netherlands, where they make contraception and related information AVAILABLE to teens, instead of trying to sell some fantasy like "abstinence."
And, contraception would also help reduce abortions and some STDs.

It's the symptom of people who need to have the latest accessory which so happens to be a little dog that you can dress up and fit into a handbag - so yes it is a symptom of today's throw away society.
It's also just plain sad.

You'll find this in any society where some people have way more money than they need to live a normal life and some people have virtually nothing. It's like some sort of rite of superiority - my DOG is more important than YOU are!!

I haven't been to the website but I know exactly what you are talking about. I think people who dress their pets up are in serious need of psychiatric help. My mate has two dogs. She doesn't dress them up but calls them 'the girls'. They sleep in bed with her and her husband. Pathetic or what?
