Should this chemical be controlled, after all it is about 2 steps away from Methylenedioxymethamphetamine
(ecstasy) or is it people have not dicovered it yet?

Maybe they haven't discovered it yet.

Maybe the two steps are prohibitively expensive, complicated, or require extreme conditions that your average person doesn't have access to.

Maybe the acid you ask of is more expensive than the market value of MDMA.
