Tear it down and rebuild it. Soak the carb in a pan or can of 'Gum Out' over night. Get a rebuild kit BEFORE you tear it apart. Hopefully you have a 'shop manual' for you scoot. It may be a good time, while it's down to re-jet the carb also.
Don't forget to flush the tank and replace supply line. You my want to Kreen treat the tank while your doing this repair. If the tank has not been stored full, you probably have rust scale in it and that would really piss you off. the smallest piece of crap will block venturi and jets.

buy some carbcleaner aerosol
remove the float bowl (bottom bit), in here will be several small brass jets, the main jet and the idle jet should be unscrewed and make sure there is a hole visible in them when held up to the light. remove the floats (usually the pin that holds them on will slide out) behind the float there is the float needle remove this and there will be another brass bit remove this and clean the hole out. (compressed air is best but if not available use fine fuse wire and be gentle with the holes in the jets as you could enlarge them otherwise.)
gently scrape off any build up of muck on the floats taking care not to bend the assembly as this will alter your float height and make the bike run wrong.
clean out any other holes and passageways you can find,
remove the fuel enrichment device if it has one (may just have a butterfly valve at the back instead) and clean this out too including the passageway.
reassemble the bottom end.

as for the top of the carbs this depends if it has a diaphraghm or not. if it has you will need to take the top off and inspect the rubber diaphragm for pin prick holes or other damage.
otherwise if the slide moves up and down smoothly and returns by itself and the needle is clean you wont usually need to do anything to the top bit.
when you have refitted the carb/s you may need to open the drain screw on the bottom to bleed the air from the float chamber. so it may be worth loosening this while carb is off.

use something plastic to scrape residue off so you dont damage anything

make sure there are no bits left anywhere before reassembly

you might want to fit new spark plugs too at least then if its hard to start you know its still the carb. assuming the plugs are sparking

Its according to make and manufature. If its a Harley say a S@S super. You take the Carb off of the manifold and get a bucket. Put Kersonine Number 1 in it about 1/4 full. Take the bottom box plate off and use a tooth brush and have at it. I have a 1966 harley and I clean the Carb once a year. Be carful not to hurt the springs or excellerator float. The golden rule, dont force anything, and dont pry anything.

Good answers so far, except: Do not use a piece of wire to clean the jets, or air holes. Very easy to change the size of the hole that way. Most auto parts stores carry a parts cleaning kit that works well. Comes with solvent, dip basket,etc. Easier to use than Gumout.

Mate there are a few good answers here but before you pull anything apart try draining the float bowl make sure you've got clean fresh fuel flowing into it and try to start it you never know sometimes you just get lucky!

By taking it apart and using a can of gumout. There will be too much varnish coating everything for additive to help. You need to flush out the gas tank and let some fresh fuel go through the lines too.

I would take it apart and clean it (needle and seat, all the jets) unless you put gas stabilizer in it. carbs on small engines have very small orifices and jets that gum up after they set for awhile with gas in it. when this happens it can cause your engine to run lean and hot, and lack power
