I just got a rabbit and sometimes she'll moan then one of her back legs will kick, is that normal?

What you're talking about is probably grunting and thumping. Rabbits in the wild thump to alert tresspassers they're too close, or to alert other rabbits in the area that something dangerous is nearby. The grunting is a general sign of displeasure.

Basically, your new rabbit is upset about her new environment.

If she's in a high traffic area of the house, consider moving her somewhere quieter. If other pets are harrassing her, keep them away. Give her some time to adjust and relax, and she'll be okay.

Is she kicking or thumping? If it's thumping with a low moan/grunt type sound she warning of danger. Being so young she probably hasn't settled into her new home yet and there's still a lot for her to learn. Make sure she's in a quiet area without loud voices or other pets and give her a 'burrow' that she can run to if she gets frightened.

If she's actually kicking her leg for no apparent reason it could be a pain reaction and she needs to see a vet

Only a Vet can find out what may be wrong, did anyone step on the rabbit, did she suffer some other trauma, needs to be checked asap.

I would think that you should take her to a vet if this continues.

It sounds like she is angry. What are you doing when she does that?
