Well....by your addition detail you obviously already know what it is.....
There are creams that block pigment forming cells, "bleaching" skin in the process...over time. Some people who reagularly spread their cheeks choose to put a treatment or two right down there where the sun don't shine.
It is cosmetic.....who knows what the deeper motivations are.....it's along the same lines as breast implants, nose jobs, shaving down under, etc. etc. Cosmetic catering to preferences....that's all.
