The color or lack of color is caused by the pigment Melanin and genes.
The lack of pigment in light skinned people makes then more likely to get skin cancer. The pigment may be light to allow more light during the winter months into the body. Sunlight is used in the body to make vitamin D. Low levels of vitamin D are associated with disease.
The farther north or south you live on earth the less sunlight you get, yearlong.
The pigment is only a pigment of color. I do not think it plays any other role. Dark skinned people have much lower rates of skin cancer and about half the breast cancer rates. Both these conditions may be affected by skin pigment.

white people have much less melanin in their skin, which is responsible for the tanning and ultimately blackening of skin. melanin is a pigment which absorbs UV radiation essentially protecting you from it..tanning is an agressive reaction to too much UV radiation.
black people come from hotter areas of the world and are black because they have developed better protection against the suns UV radiation. white people on the other hand have not as it is not required in the locations they primarily evolved.

Because we come from areas of low bacteria. This has made our skin thinner and also due to the fact we have historically been in cooler areas and have been indoors more often because we built civilizations and are more modern than the rest of the world.
