Maybe the answer has to do with them having to 'struggle' to be positive, and need to talk about it - to gather others about them in the same boat: to find reassurance, to seek positives from others, to find confirmations. to look for support in their fellow man.
Those who never mention it, they could be the ones who have their heads stuck in the sand, the ones who are so secure that they are blind to and don't know the meaning of insecurity: those who know no fear and thus know nothing of the world outside of the sphere they inhabit.
We all know what a Zebra is, it's a striped horse. What we don't know is - it is a black horse with white stripes, or a white one with black stripes?

Everyone will always do things in their own way. Each person will look at things in their own way. I am a positive person but sometimes you have to look at things for what they are and that is not always positive. That is just what I think!

Because people who "go on about it" are trying to become it, thats where there focus is. People who are being positive constantly are already there, and their focus may be on creating more of it, or maintaining it, where those who have lost it must first find it again.

Maybe because those who are really positive don't feel the need to point it out all the time, whereas those who are just pretending need to keep telling people they are.

Both of the above, obviously are exaggerations. I have, however, heard people who are nowhere telling others to be positive.
I guess it's like one who can teach writing, but cannot write a book for themselves. They know the basics, but can't put them to work for them.
It's also like an addict telling kids not to do drugs/booze/cigarettes. He or she, though doing them personally, knows how harmful it can be.
