The "PH" as "F" is a digraph. The alphabet is really a representation of the sounds (phoneme) we make to form words. (You may have heard of phonics ) There are several sounds assigned to each letter ( long and short) (The letter O used in the word show vs boo for example)

Some words require multiple phonemes which a single letter doesn't represent. (and may be throw backs to an older pronunciation of the word) Like: "Ask you a question" becomming what sounds like "AX you a question" if the trend continues fifty years from now people will be asking a question;

"Why is ask spelled with a "sk" instead of an "X"?

Because "phone" comes from Greek and "ph" is a representation of the Greek letter "phi". The Letter "f" did not occur in Greek although it did in Latin. Words that came into Latin from Greek kept the Greek spelling and it has persisted into English.

If you wanted to simplify English spelling, you could, of course, replace every "ph" with "f" but I can see no reason to do so. It would remove some of the history of the language.

Coming from the Greek "phi" is why it is spelled ph. With that spelling you know that the root is from phono meaning sound from which we get Phonetics, phonograph, headphones, megaphones and to your question phone is short for telephone which means distant sound. Just as television mean distant seeing
