Toothpaste is a mild abrasive and will remove light, that's light rust, minor scratches in clearcoat and light blemishes. Don't expect miracles but with a little elbow grease you can fix some problems of discoloration.

oxygenation? what is that. in the military we call it oxidation. and yes rust-o-leum would work. wd-40 disipates water so that will help some. but it would be better to have the rust cur out and some metal welded in place or replace the whole panel if possible. all of the above except replacing the panel is only a temporary fix. only a matter of time before it spreads some more.

Rust is a chemical reaction called oxygenation.
Not toothpaste, or any other substance, will remove it. The only fix is to have the affected area cut out, replaced, primed and painted.
A paint called rust-o-leum will help stop it from spreading.

It really depends on what you are removing rust from.
A rust stain from the bottom of a shaving cream can left on your countertop: yes.
It's a trial and error experiment.
BTW: I use toothpaste for alot of things from cleaning to drying out pimples.
Try raw onion to remove rust.
