Backup quarterbacks and punters will be the holder. Romo was a backup at the beginning of the season, hence, him being a holder. He won the starting job and they kept him as the holder since he was doing it at the beginning of the season.

And I have no clue on what you mean by a spotter.

Remember, Romo was the backup quarterback at the begining of the year. 31 out of 32 teams have the holder as the punter or the back-up QB at the beginning of the year. The lone exception is the Philadelphia Eagles. Holder Koy Detmer's lone job is to hold for arguably the best kicker in the NFL, David Akers. Akers says hes the only player he is comfortable holding for him.

usually the back-up quarterbacks take the snaps to have extra room on the roster and Romo was the back-up untill he became a starter and Bledsoe has probably never taken a snap. Also when quarterbacks hold for fieldgoals and extra points the other team has to be ready for a fake because the holder is a QB and can throw and the other team can't send everyone in to block the kick.

Before Romo was a starter usually the backup QB or sometimes the punter holds the kicks, so Romo as a backup held the kicks and when he became the starting QB he kept that role. But it doesn't make sense to hire someone to hold kicks when you can just teach someone on your team to do it.
