magikarp cannot learn from any hm or tm, nor have moves bred into them - this is the only pure water type that can't be taught surf (feebas can, however, learn hm and tm moves, as it doesn't lack brain power, which is why magikarp can't - by description)
wingull - half flying and half water, cannot learn surf until it evolves, so wingull gets put on this list

all water types CAN learn surf and some ice types can as well but everything else cant learn surf

yup, magikarp and wingull,feebas can at least learn tm and hm, i tried it before
