I've lived in the District Of Columbia my entire fifty-plus years. It has been referred to as "Chocolate City" since the early seventies because of the majority black population. Back then, it was close to 75% black but, as of 2005, it is now 58% black. When I grew up in the Anacostia section of S.E., in the fifties and sixties, the city was a slight majority white and then became a slight majority black until the '68 riots, when it became an overwhelming majority black, seemingly overnight.
In any case, the funk band Parliament released an album back in the '70s entitled "Chocolate City". Check the link below. It provides a rather insightful answer to your question.

Come on now, I've been there are there are a whole lot of black people there.
Even in the "white" neighborhoods, a block away was a black community.
Not trying to attack you myself, I know others are.
