the scrotum and testicles adjust position closer to and further fromt he body to maintain the optimum temperature for sperm production. Since sperm is best produced at slightly lower than normal body temperature, when you are hot or you are in a warm environment, the scrotum will sag. Move into a cold area or go outdoors in winter and it draws the testicles up real close to keep them warm.

All to do with "Ideal" temperatures...

Your balls need to be kept at an ideal temperature (not sure what it is exactly) that is lower than the rest of the body. If they are not, sperm production suffers.

The Scrotum can retract or lower the balls to help regulate the temperature... If they need to be warmer, then it retracts to get them into the warmer body cavities, and if they need ot be cooler they hang low away from the body...

thermo regulation on hot days your body is protecting the sperm and allows them to descend away from the body heat thus on cold days they fit snugger to the body. when you spread your legs it only makes sense they hang just like women who bend over the breast hang.. common sense
