I say it's for president Ford,they said they would have the flags half staff for 30 days.

I had no idea that it is a Federal law to fly the American Flag at half staff for 30 days after the death of a President. Our local radio station was calling up businesses asking them to lower their flags. They had their listeners call in if they saw flags flying full staff.
