I say it's for president Ford,they said they would have the flags half staff for 30 days.

In memory of Gerald Ford, President Bush directed that the flag of the United States be displayed at half-staff at the White House and on all buildings, grounds, and Naval vessels of the United States for a period of 30 days from the day of his death.

I had no idea that it is a Federal law to fly the American Flag at half staff for 30 days after the death of a President. Our local radio station was calling up businesses asking them to lower their flags. They had their listeners call in if they saw flags flying full staff.
