is it possible to unblock a contract mobile phone?i bought one and it seems it has been a contract phone

does not matter, any phone can be unlocked. Try looking up your phone model on google, "how to unlock a _____ phone"

if it has been lost or stolen then you are screwed, if you put a sim in it you may have that sim rendered innacitve.
new security measures mean that any phone lost or stolen can never be unblocked
