What your friend has may be a sebaceous cyst. It is simply a cyst filled with white fatty-like substance with the consistency of cottage cheese. This would explain the white appearance. It is NOT an STD. They can be very tender, especially if she has tried squeezing them. They can go away by themselves, and it may take time. I wouldn't suggest digging them out or trying to pop them with a pin because that could lead to an infection. She may want to consult her doctor to see if he/she has as suggestions. Don't listen to everyone telling you that it is an STD. If she was checked for all STDs and didn't have ANY kind of sexual contact AT ALL, then don't get her freaked out about it.
(And to a poster above, just because you read your mom's medical books doesn't make you competent enough to answer these questions!)

I agree with the nurse, it sounds like a cyst. I've had them Kinda like a hard lump under the skin, about he size of a pea. Eventually it popped - some white stuff came out and then it went away. No big deal. It sounds gross and it did hurt. but no STD. It was located around the inner lip area.

Does she shave down there? It's probably an ingrown hair. Tell her to wait a few more days...then she'll probably be able to pop them. I have had one before that I couldn't pop, but it just went away...don't worry =]

She needs to go see a doctor. He will know. It's not something she should fool around with. There is a possibility it could be genital herpes or genital warts. Whatever it is, it probably needs a doctor's care.

Ouch, sounds painful. It sounds like to me all they are, are just two white heads (zits). Sometimes you will have zits that just won't pop, but eventually they pop. Hope this helps. :)
