Who has the worst end on the music piracy issue? The recording artist who doesn't get the $15-20 as a result of making a lousy record with only a handful of good songs, or the consumer who gets conned out of his $15-20 for a lousy record with only a handful of good songs?

The music industry gouges their customers. While musicians get most of their money from touring or any promotions they do, most get very little from the actual making of the record.
A cd is very cheap to make and distribute and is priced much more than it's actual worth. While I realize a profit must be made and the record company must make back studio time, musicians' fees, etc to survive, the excess amount they make is unreasonable. No one should pay $20 for one CD, that's price gouging.
Thankfully, file sharing has made people more aware of this and has made music not only cheaper but of a higher quality as well. Why would I pay for a CD with only one good song on it? It is also forcing the record industry to rethink their past greed and find new ways to survive. It is on industry that has gotten too fat for its own good.

The artist doesn't get $15-20 per CD! They usually have a pre-arranged amount that they get from the company, no matter how well the record does, and the record company swallows the loss or the gain.

First of all, there are plenty of options for a consumer to listen to a CD to see if you like it before you buy it. Second, there are plenty of services like iTunes that allow you to buy only the songs you want. There is no excuse for music piracy.

An artist doesn't make that much money from. If they don't sell CDs, the only other way the make money off their music is from royalties if they are the song writer or from concerts. If you don't pay for the music, you are literally stealing from the artist. It is just plain wrong.

The record label takes the fall, don't download free music.

I download per-song to keep to cheap but still be reasonable.

The artist....because he can only buy 1 hummer and not 2 if you download his music for free.
