I made my own. It was cheaper ($20-50) and no one else had the same one!! I then sold them on eBay and actually made money off them! eBay might also be an outlet for you to look for one. You can't try it on or feel it but you can find some great deals on dresses that haven't been worn or only worn once.
As far as shopping. I like DEB. You can get a lot of cute dresses that aren't extravagent or expensive but they are high quality and tasteful.

There is only one site www.PromDressShop.com. They have quality dresses and if you check their sale pages, you can click on under 100 or 100 to $200.
