94 S-10 Chev TPS voltage is 12 volts What would cause this?

Check for a rubbed through wire or melted wire in the loom going form the tps to the pcm .If no wiring trouble it could be the resistor in the pcm is blown.Seen that a couple of times. Good luck hope I helped
