1. Restart the computer
2. Press F8 every 2 seconds
3. When you get a boot menu choose Safe Mode with Networking
4. After Windows has booted in Safe Mode, go onto the Internet and download a file, keeping an eye on the download speed
5. If the performace issue(s) are resolved you have a software problem that could be one of the following:
a. Windows Explorer; normally realated to acorrupt user profile
b. Resource conflict
c. Problem with a program starting up
d. Windows Update Client
You can check the Event Log by clicking on Start, then Run and type eventvwr.exe (next press Enter). Look at the Application and System event logs for some information.
If you still cannot find the problem you may be able to restor the computer back to a previous date. This will not delete and files but it may remove recently installed applications and put back applications you removed.
The System Restore utility is under Start | Programs | Accessories | System Tools
Other than this you will have to take the computer to a service center.

well to find out if its your computer acting slow or to see if it is too many programs running in the background do ctrl+alt+delete, make sure you are on the performance tab. look at the pf usage. it it is anywhere close to 2000mb or 2gb then you have too many programs running in the background and you will need to stop them. if thats not the case call the company from which you bought the computer, and explain to them what is going on. On the flip side if it is software you can easily stop those programs by
start
run
type "msconfig"
click on tab at the far right that says "startup"
techically nothing in there has to have a check, but if you did that your protection software wont run either
go through the list selectevly and uncheck what you don't want to run.
restart the pc and it should run faster

Have you been loading a bunch of programs onto the hard drive? If so, do a defrag. If you've been on the net a lot, delete the temporary internet files and cookies. Spyware, ad-ware, or a virus can also cause this problem. It's best to download these free programs to deal with this problem. Ad-Aware from Lavasoft, AVG Antivirus from Grisoft, Spy-bot Search & Destroy from cnet download.com, and Windows Defender from Microsoft. Just be sure to update them after you download them, and then run them in safe mode also to make certain that you have removed all of the "nasties".

The only thing that i can think of is your Otto thing may or may not have been importaint. If it was then you may want to see if your can replace it. If it is not the Otto it could be you downloading a lot of other stuff (games, other big file, music files (some are really big files), etc). If that is the case just deleate some of that and you should be good to go.

delete all the un-needed programs that came with it,
like all the Internet hook ups and trial software, also make sure you only have one security system running, most come with trials and if you use you old homepage like yahoo it will have one to and they will cause this, also turn off automatic updates and only get what you need
also, hit alt-ctrl-delete , when the screen pops up click on processes and see what is running behind the scenes and either stop it or delete the programs if you dont need them
all the free trials and programs also need to so this can slow you down for a few days

actually restoring it now would be the easiest thing to do. You dont' have a bunch of unrecoverable data on it yet, so this is the best time if you have to.
You may want to start with spy ware, mal ware, ad ware. Try and scan for that stuff and get it out of the machine. The programs to remove it are free generally and the new antivirus programs guard against it better nowadays.
I use Adaware, goto www.lavasoft.de and get adaware se personal for free. It works well..

if it's store-bought, it is loaded with a whole bunch of junk. If you're brave, format c: and reinstall the operating system. Even if worked fine at first, maybe the deleted program was needed by something you didn't delete or maybe you already have a virus/worm/etc.
If you're not brave, maybe you have a friend who is. I strongly suggest it or you'll be wondering whether you really need a certian piece of software for as long as you own the thing.

Hit Ctrl+Alt+Del. Go to the "Performance" tab and see if your CPU usage is high. Then, go to the "Processes" tab and check for any programs with high memory usage. You should be able to easily identify any large (over 20,000K) programs. If you cannnot identify it, do a search on the executable and see what it is. Getting rid of an unwanted program is another issue.

Here's the problem as best I can figure...
Your machine has been compromised and a large percentage of the resources are being used by one or several malware programs.
Option 1: Restore the machine and then take active steps to prevent the machine from being compromised again.
Option 2: Use spybot search and destroy, hijackthis.de, and a free virus scanner like ClamWin to repair your system.

I'm not sure how to fix your problem but I can tell you "Otto" is a game that comes preinstalled with some machines (especially with Windows Media Center Edition).
