Normally the agent or the seller. It would be a possible conflict of interest for the inspector to pitch a HOW.

A Home Warranty is a marketing tool used by realtors and is normally paid for out of the sellers sale proceeds. So, to answer your question, the realtor normally puts this in the sellers listing agreement.
