i got the mixture screw right (1 1/2 out) and i think it runs pretty good now

but it still runs little rough and there is POPing sound sometime...

Your adjustment is off a little.
You do NOT need to re-jet.

sound like you have exhaust leak,check to make sure there are no holes or leaks on your pipes

Is this a newer scooter? If so you may just have to live with it, thanks to EPA regulations.
I have the same problem with my 2004 FXDP.

sounds like its either too rich or too lean, you probly need to re-jet it.
