Anytime is a good time to visit Cebu. I've been to Philippines many times and Cebu is by far the best place to visit. My wife is Filipina and even she says Cebu is much more advanced and foreigner-friendly. There seems to be a little more law and order there too. The taxi drivers don't try to rip you off like in Manila. Of course everybody there is poor and I'm sure they all appreciate a tip or a little extra. Its just that in Cebu they don't try and "take" it from you. Enjoy your trip. Hope you can make a friend there.

Rainy season starts from June to November, drier season from December to May. Dry season does not mean there will be no rains. Rains and typhoons during this time is less. If you want to avoid excessive rains try visiting Cebu during the Philippine summer which basically starts from March to May. April is the driest of all months. However due to the unusual warming this year (El Niño), rains are more intense. Philippine weather bureau is alarmed by the excess rains in January which is unusual for the month. Weather is becoming unpredictable.
Every 3rd Sunday of January, Cebu City celebrates the Sinulog Festival which is one of the biggest festivals in the Philippines. It is in honor of the citys patron saint, Santo Niño (Holy Child). It is the best time to visit Cebu.

The rainy season starts June to October and its a low season for hotels & resorts (meaning low rates and you can avail of the promo even on the plane fare). The rest of the months are high & peak season. Even its rainy season, only couple of days raining or not all the time are wet. 3rd week January is sinulog festival but if you want to come on that season, you have to reserve at least 2 or 3 months in advance to get a slot.

moist season is about November to Feb/March. It would not rain on a daily basis, notwithstanding it may bypass for 7-10 days immediately relying on how undesirable of a typhoon were having. it truly is likely the in trouble-free words time that you'll be able to come (i'm guessing), yet i'd advise the spring in case you are able to so that you would earnings from the seashores, and far milder climate.

october to end of may are the best months from then it can be very humid and damp and for most of us foreigners it is hot and humid all year anyway, the rain usually starts about july through to october but like any other country these days the weather is unpredictable, personally I wouldn't worry about the weather as the ladies will always make you smile and I know I've lived there
