it will be :
(2x^3-2x^2y)/(4x^2+12xy)
and you can factor 2 and have :
(x^3-x^2y)/(2x^2+6xy)
and you can factor x as well if (x should not be equal 0)
and we have (x^2-xy)/(2x+6y)
you can not simplify it more.

Simplify {(x²-xy)/2x} / {(2x+6y)/(2x)}.

Multiply numerator and denominator by 2x

= (x²-xy) / (2x+6y)
= x(x-y) / {2(x+3y)}

( x^2 -xy )(2x + 6y ) / 2x

2x^3 + 6x^2y -2xy -6xy^2 / 2x

x^3 + 3x^2y -xy - 3xy^2
