COPPA law has very specific parameters about what is and is not acceptable for children under the age of 13 http://www.ftc.gov/ogc/coppa1.htm and most chat sites do not allow chldren under the age of 13 because if a child reveals his/her last name, address, or other identifying information the site is in violation of COPPA law.
If you are searching for a chat site please be sure to check the law surrounding the site usage before you allow your child to go on that site.
