Bromobenzene + water doesn't give you phenol. Their are a few ways to make phenol:

Cumene Processes:
C6H6 + C3H6 + O2 → C3H6O + C6H6O
this is the most common method.

The partial oxidation of benzene also yeilds phenol:
C6H6 + KMnO4(cold) → C6H6O (phenol)
but is much more difficult to halt before phenol is fully oxidized to benzoic acid.

How about

Benzene + Br2 -----> bromobenzene (with UV light)

Followed by

bromobenzene + water -----> phenol + HBr (with heat)
