Yes, so long as the attorney is currently licensed in the state he or she is practicing. However, many states have reporting requirements - so if you are simultaneously barred in two states, for example NJ and PA, and you get disbarred in PA, you must report that to the NJ bar and they will do an independant investigation and may disbar you. Also, if you are disbarred or have been disbarred (or sanctioned in any way) and you apply to be a member of another bar, you will have to include the details of the sanctions in your application.

If the attorney tells the truth--that he/she was disbarred in one state when applying to be admitted to the bar in another state, he/she will not be accepted. If the individual lies and the state bar finds out, the atty will be disbarred in the 2nd state.

yes depending on several factors
1 reason for original disbarment
2 they can pass an others states Barr
3. you can also if attorney passes Barr in another state notify that states Barr of past history and dis-barrment which will put attorney on a watch list and give that info to any prospective clients that info if they check out the attorney before hiring them keep in mind some state will not let you take the Barr if you have been dis-barred in any other state.

Each state has thier own bar association. A lawyer from say California that moves will have to be admitted to the bar of the new state. Depending are the reason for the disbarrment, he / she may not be able to get admitted, but there are ways around that as well. Lawyers are sneeky don't you know ;)
