Public records can be used by anyone for investigations and other things like genealogy, verifications, and free background check. They may do a background check if you will be handling cash. They probably will call past jobs, but employment law limits what information can be given. I believe that they can only verify your employment, they can't ask questions about it.

Generally speaking, the answer is no, they often hire you "on the spot." But for managerial positions, they might do some checking just to verify that you actually do have the needed experience.

But if you're going to be "flipping burgers," they really don't need to check because anyone can do that.

usually they don't. they wouldn't want to waste too much time/money on min wage position that doesn't have many qualifications. Basically they use the application (work experience, time availability, and wage) as a reference then they will decide on hiring you or not depending on your performance during the job interview.
