Ironically, you've answered your own question. Because the word "decider" was only recently fabricated from small bits of very rare gray matter inside of President Bush's scull, many people don't understand it's etymology.
It actually comes from the fact that when Dubya was a sniveling drunkard, his preferred libation was hard cider. During the trials of detoxification, he mixed up the doctor's description of his treatment (a common occurrence during electric shock therapy). When the doctor refereed to detoxification because of his addiction to hard cider. Mr. Bush began referring to his institutionalization as deciderfication.
Now, although he is nearly over the dementia caused by withdrawal, he still refers to the ordeal as de-ciderin'. And to the point, he refers to himself as the decider.
So, you see, by definition of the name you use (decider). You infer that he is mad................. Yes, he is quite mad.
