why pair production need mass?

Before creation: no mass.
After creation: there is mass.
No conservation of mass
Energy has been transferred into mass according to E = mc2.
Energy has been gone.
Now you have law of conservation of (mass AND energy)
So you do not need mass, however energy!

Hi. It doesn't. Particle / anti-particle formation and collapse occurs in a vacuum as well as in or near mass.
