Genetics - some people just have them, regardless of sleep. The skin under your eyes may just be very thin and you are seeing blood vessels etc which show up as darkness. Use under eye cover up that matches your skin tone. I have always had circles as I am very pale. As you are Asian, I'd go to the nearest MAC counter - they are great at matching skin tones perfectly. They can match any skin tone, I use their stuff myself, and usually they have makeup artists of different cultural backgrounds who know what they are talking about. Don't worry, you will only need a little and it will look completely natural.
Forget solving this with eye cream, they help, but they can't make the skin under your eyes thicker.

Buy a box of regular, old fashioned unflavored gelatin (e.g. Knox) from grocery store. Take a small cup or bowl and put in 1 teaspoon of the gelatin mix. Add one tablespoon of boiling water & stir for a minute. Test it on your wrist to make sure it is not too hot. Then, using a cotton ball, pat it under your eyes as you would an eye cream or gel. Go lie down and listen to some music, or take a bath & let it stay on for at least 30 minutes. Then just rinse it off.Gelatin is very high in Vitamin K & Biotin. It will not remove your dark circles on the first application (but you will notice a difference), but if you do it daily for a week, and then 2-3 times a week for maintenance, you should notice a drastic reduction in dark circles.

I have them too but mine are hereditary. If i can recal correctly its because the area underneath the circles are thinner or there isnt alot of tissues or fat and that makes the veins and blood flow more visible

I get them quite a bit as well and I use Bare Minerals to conceal them. It works great. You could also try an under-eye treatment that you can find at any drug or department store.

Do you use glasses? the darl circles might just be one of your facial features because the other reason would be lack of sleep

It could be due to lack of iron in your diet. Talk to your doctor to see if taking an iron supplement would be okay for you. However, you can buy it over-the-counter in the vitamin section.

drink lots and lots of water, and get at least 9 hours sleep a night untill they go. slices of cucumber applied to your eyes can refresh the eyes too.

i have them to but its cuz i dont sleep or eat much so i wouldnt really know what could help you if ur doing both of those things properly
