I have a '96 Regal and was looking to get a lil extra power. I checked laws, and I dont need an cat. so I was going to remove it, but I wanted to know if it was worth taking the time to remove it...Any ideas on gains?

There is no power or performance to be gained by removing the Catalytic Converter. It is strictly a PASSIVE device. If it hasn't disintegrated or melted down inside, leave it alone.
And you are mistaken. If you live anywhere on the North American continent, the Catalytic Converter is considered an emissions device, and shall not be tampered with, under penalty of possible jail sentences and or significant monetary penalties. They are required by both American and Canadian Federal government.
If you want to increase your performance, the best and most inexpensive option is to purchase a tuner. They are available for < $400.00, and can modify the performance curves, transmission shift points, REV limiter, speed limiter, and recalibrate for different tire/wheel size. And most of them are legal in all 50 states.

If the cat is working fine and not plugged no power gain will be made. You could loss power in some cases. If its a back pressure erg valve on your car removing the cat will cause it to ping alot.Look elsewhere for power gains. Air intake system,re chipping
