i dont use Macs i use PCs and i dont think you can format a drive to a mac 9, but im not sure

The Mac uses the same filesystem whether in 9 or 10. That is HFS+. Just use the disk utility on a mac to initialize the drive. It's then ready to accept the operating system or to be used as additional storage capacity. If you want 9 and are formatting from a computer running X then make sure you select the option to install OS9 drivers on the disk.

If you are asking how to format a PC with the Mac OS then the short answer is you can't. The inner workings are so different.
If it's a Mac you are asking about, simply insert the OS disc and follow the instruction. You can either archive and install which will preserve your passwords etc or you can do full install that will remove everything and put on a clean OS.
