Simple answers?

1. You have slow internet
2. You have a slow PC
3. Your using a slow browser (IE?)
4. Go download something better, Firefox or Opera (http://www.opera.com) are always good.

This depends on several things.
The website might be messed up
and not formatted the right way or
possibly your Internet explorer settings are set to not
allow certain things to operate within the browser.
(same for most browser platforms such as Netscape etc)
You'll need to check the advanced settings if you notice
this happening on all or most sites you visit.
Click on Tools then Internet Options then the Advanced Tab
and check to see if you have graphics etc enabled (checked)
in the list.

Check your security settings to see if they are set too high.

Also, if you are on dial up and are using a download accelerator program, then those will typically not load things like pictures.
